Clean Truck Check Penalties, Fines and Enforcement

Clean Truck Check penalties explained: DMV registration holds, CARB citations and fines, and what to do now if your truck is out of compliance.

Short answer: Clean Truck Check is enforced in two main ways. For California-registered vehicles, the DMV can place a hold so the registration cannot be renewed. On top of that, CARB can issue citations and penalties to owners of non-compliant vehicles, including trucks registered outside California. CARB sets the penalty amounts and enforcement rules, so check CARB's Clean Truck Check page for the current details.

What is the penalty for not doing Clean Truck Check?

The main consequences are a DMV registration hold and CARB citations and penalties. A truck becomes non-compliant when it misses a required test, fails and is not repaired and retested, or is not reported and paid up in CARB's CTC-VIS system.

Diesel Dynamix is an independent testing service, not CARB, the DMV or any government agency. We do not set or collect fines, and we cannot tell you what CARB will charge in your case. What we can do is help you get the truck tested and back on track.

How much are Clean Truck Check fines?

CARB sets the fine amounts, and they can change. We do not publish amounts because the only reliable source is CARB itself. If you have received a notice or citation, read it closely and contact CARB directly. Their Clean Truck Check program page has current contact information.

The cheapest path is almost always to stay ahead of your deadlines. A test, a passed result and a paid compliance fee keep a truck out of trouble.

How does a DMV registration hold work?

For California-registered vehicles, CARB tells the DMV when a truck is not compliant. The DMV then holds the registration. You may first notice it when your renewal notice says CARB compliance is required, or when the DMV will not process the renewal.

Once the truck is tested, passes and is compliant in CTC-VIS, the hold can be cleared. Our DMV registration hold guide explains the steps in more detail.

Why was my truck registration denied for emissions?

In most cases, the DMV denial means CARB shows the truck as non-compliant with Clean Truck Check. Common reasons:

  • The truck was never registered in CTC-VIS
  • The annual compliance fee was not paid
  • A required test was missed, or the test window closed
  • The truck failed and has not passed a retest
  • The VIN or vehicle details in CTC-VIS do not match the test record

Log in to CTC-VIS and look at the truck's status first. That usually tells you which piece is missing.

Can I drive without Clean Truck Check?

If your vehicle is covered by the program and operates in California, it is expected to stay compliant. Driving a non-compliant truck puts you at risk of CARB citations and penalties, and a California-registered truck can end up with a registration hold. A truck that cannot renew its registration is a much bigger problem than a missed test.

If you are not sure your truck is covered, read which vehicles need Clean Truck Check and check CARB's rules for your vehicle.

Who enforces Clean Truck Check, and when did enforcement start?

CARB runs and enforces the program, and the DMV holds registrations for California-registered trucks. The program is in effect now, and most covered vehicles currently test twice a year. For the official start dates of each enforcement step, go to CARB. Rules and dates can change, so treat CARB's site and your CTC-VIS account as the source of truth. Our 2026-2027 deadlines guide covers what is known about upcoming changes, including the move to four tests a year for OBD vehicles from October 1, 2027 under the original rule.

What should I do if my truck is out of compliance?

Act quickly. The longer a truck stays non-compliant, the longer it is exposed to holds and penalties.

  1. Log in to CTC-VIS. Confirm the truck is registered, the fee is paid and see which test is missing. See our CTC-VIS registration guide.
  2. Pay the compliance fee if it is due. The fee is set by CARB and shown in CTC-VIS. See the compliance fee guide.
  3. Get the truck tested. Book an OBD test or smoke opacity test, whichever your engine needs.
  4. Fix and retest if it fails. A failed truck needs repair, then a retest.
  5. Read any CARB notice carefully. If you received a citation, contact CARB about it directly.

If the deadline already passed, our missed deadline guide walks through the next steps.

How do I avoid penalties going forward?

Treat Clean Truck Check like any other recurring maintenance item:

  • Check each truck's next due date in CTC-VIS after every test
  • Keep check engine lights and emissions faults fixed between tests
  • Never delete or tamper with emissions equipment. Deleted systems fail and are illegal. See DPF deletes and Clean Truck Check
  • For fleets, set a recurring testing schedule instead of booking truck by truck

How Diesel Dynamix helps

We bring testing to you, so getting compliant does not mean taking a truck off the road for a trip to a test site. We perform OBD and smoke opacity tests at your yard, jobsite, terminal, port or home across Southern California.

What happens if I don't do Clean Truck Check?

The truck becomes non-compliant. California-registered trucks can get a DMV registration hold, and CARB can issue citations and penalties to non-compliant vehicles.

How much is the fine for missing Clean Truck Check?

CARB sets penalty amounts and they can change, so check CARB's Clean Truck Check program page or contact CARB about any notice you received.

Can I drive my truck in California without a Clean Truck Check?

A covered vehicle that operates in California is expected to stay compliant. Driving a non-compliant truck risks CARB citations and, for California-registered trucks, a registration hold.

Why did the DMV deny my truck registration over emissions?

It usually means CARB shows the truck as non-compliant with Clean Truck Check, such as a missed test, unpaid compliance fee or failed test. Check the truck's status in CTC-VIS.

When did Clean Truck Check enforcement start?

The program is in effect now, with DMV holds and CARB citations for non-compliant vehicles. For official enforcement start dates, see CARB's Clean Truck Check website.
